I'm starting to think that maybe Cyrus being the head honcho for Galactic was actually a very well-kept secret until the Spear Pillar stuff. And even then, people might have had a hard time believing that he was the boss because he was always so gosh darn charismatic that the possibility that he wanted to change things so drastically never crossed their minds.
