I’ve also wondered if the “selective tech” issue would have more to do with technology being suppressed by both the MP and memory magic. Keep only the technology that’s convenient to maintain control. The SC technology is enough to maintain Titans at bay, but even one mission ends up with many losses and little progress. It keeps the illusion of hope, but it’s not like humanity will be freed anytime soon.
I can totally see the scenario you describe - the Survey Corps being allowed the tech to be “successful enough”, but denying them anything that would make a real difference in the titan battle.
