Complicated doesn't even begin to describe it. I'll mainly bring up the big four.
For the most part, Loki has actually been able to repair his relationship with his kids. Specifically, Hel. When they were younger, Fenrir and Jormungandr never really blamed Loki for the events that happened to them, because he was able to show them that he tried everything he could to reason with Odin. With Hel, his youngest child at the time, Odin deliberately forced him to watch Thor maim her and cast her out; all while hiding the fact he was there watching with Hel crying out for him.
Hel blamed Loki for a very, very long time after this. Because not only was he not there to save her, he also didn't go after her; not because he didn't want to, but because Odin was literally not allowing him to even try. Instead, the events with Hel when she was young are what caused Loki to seek out foreign assistance and that's when he secretly met with the Greek Titan Oceanus, and shortly thereafter is when the younger Poseidon and Hel met with Hel disguised as Amphitrite for a period of time.
Sleipnir is probably the most complicated. Sleipnir is Loki's child, but Loki was never part of their life and never wanted to be part of their life given the way their birth happened; Sleipnir is the only child that he's ashamed of having, and that's why he gave Sleipnir to Odin.
Loki spent years blaming himself for failing all of his children, even if Fenrir and Jormungandr were more out of his hands than Hel was. He's never been afraid to say that Hel was always his favorite child, she is quite literally the only child (until Nova with Idunn) to take after him in appearance.
He still remembers the day he held Hel, it didn't matter what she looked like, just holding her as she was affirmed to him that he had an overabundance of unconditional love for her. He allowed her to think that he failed her horribly, and that he never tried to help her, because he believed he failed her; and he didn't know how else to atone for that besides having her hate him. To Loki, Hel is the most platonically beautiful thing he's ever had a part in creating.
Their relationship has since been somewhat repaired, though obviously it's still not easy for Hel, and Loki would never force her to welcome him if she didn't want to. But it's because of Hel that Loki wished to be a better and more present father in the future barring the situation with Sleipnir. Failing her reminded him of the fact that he was abandoned with no love until Odin adopted him, and he absolutely hates that he made her think he never loved her.
