if you're willing to pay - vixen by micheline pitt is amazing. i have only the shorts so far but i've got 12/13 inch difference and they fit perfectly
i will def give these a shot at some point when i have the money!! i follow this brand on insta and completely forgot they make jeans until this moment so thanks 4 the reminder. i may have to try the shorts too.

the super stretchy old navy high waisted ones - I think like the rockstar high waisted? I have a 27 inch waist and 43 inch hips and they still gap but they're way more durable than something like fashion nova
i honestly can’t remember the last time i was inside an old navy so i guess i’ll have to go check these ones out

For bootylicious people I always suggest Torrid or Buckle, if you're willing to pay to get exactly what you want.
my employee discount works at torrid so TRUST if their clothes came in my size i’d be all over it, but their smallest size pants are too big in the waist by about an inch or two for me. as for buckle, never heard of em. their size chart online only lists the waist measurement, not the hip, but it looks like they have a store near me so i can check it out in person

Although it is considered to beba cliche store, I have honestly always found the jeans that Hot topic carries best to wear at a decent price. My waist is 28 & my hips are 40. I started purchasing them as a gothy highschooler and 10 years later, I have found they are the best fit.
i work for HT so i shop there allllll the time but haven’t tried any of their jeans since middle school tbh, and the locations near me don’t usually carry jeans but i can try online

try vintage/vintage style websites, they made them truly high rise with ass room back in the day
