Projek 1BestariNet gagal - PAC
KUALA LUMPUR, 17 Mac:
Jawatankuasa Kira-Kira Wang Negara (PAC) hari ini menyatakan pelaksanaan fasa pertama projek 1BestariNet dikategorikan gagal sejak ia mula dilaksanakan pada 2011.
Pengerusinya, Datuk Nur Jazlan Mohamed berkata, PAC tidak begitu berpuas hati terhadap beberapa isu yang wujud berhubung projek tersebut seperti penyambungan talian internet ke tapak yang lewat disiapkan.
Menurutnya, jawatankuasa pembantu projek serta teknikal projek berkenaan juga tidak wujud di peringkat Kementerian Pendidikan.
“Di samping itu tidak ada kajian ke atas keperluan di sekolah-sekolah yang terlibat dilakukan serta pihak sekolah turut memberikan maklum balas yang kurang memuaskan.
“Bagaimanapun, PAC dimaklumkan oleh kementerian bahawa fasa kedua projek untuk menyalurkan internet ke sekolah-sekolah itu akan diteruskan,” katanya pada sidang media selepas mempengerusikan mesyuarat PAC di Dewan Rakyat hari ini.
Laporan Ketua Audit Negara sebelum ini mendedahkan projek berkenaan dikatakan tidak memenuhi sasaran tempoh dua setengah tahun selain gagal menyediakan Platform Persekitaran Pembelajaran Maya (VLE) kepada 10,000 sekolah di seluruh negara.
Projek 1BestariNet itu juga telah dilaksanakan sebelum guru dan pelajar dilatih sepenuhnya menggunakan VLE.
Berdasarkan laporan berkenaan, penggunaan VLE oleh guru, pelajar dan ibu bapa adalah sangat rendah iaitu pada kadar 0.01 peratus hingga 4.69 peratus.
Tambah Nur Jazlan, PAC telah mengarahkan Kementerian Pendidikan memanggil bekas Ketua Setiausaha kementerian berkenaan, Datuk Dr. Rosli Mohamed dan bekas Ketua Pengarah Pelajaran serta bekas pegawai pengurusan projek ini untuk disoal.
Jelasnya, kesemua mereka ini merupakan individu yang bertanggungjawab sewaktu projek berkenaan dirancang dan dilaksanakan pada 2011.
“Mengikut tender asal projek berkenaan, ia mempunyai tiga fasa dan setiap fasa mengambil tempoh lima tahun untuk disiapkan.
“Oleh itu, PAC berpandangan bahawa projek bernilai lebih RM4 bilion itu lemah dan tidak diteruskan ke fasa kedua dan seterusnya,” ujarnya.

Ministry launches digital textbook
PETALING JAYA
The Education Ministry on Friday introduced digital textbook that can be accessed online as an alternative to the printed version in a bid to take the national education system to greater heights.
Second Education Minister Datuk Seri Idris Jusoh said the use of the digital textbook, with flippable pages of text and graphic, would be implemented in all schools, in stages, beginning this year.
“This is a process of developing and improving our national education system to be the best in the world. We are now among one-fourth of the countries in the world that had implemented it.
“We are emphasising on self-education where pupils and students can refer to the textbook at any time and place based on their respective levels,” he said after launching the digital textbook here on Friday.
Idris said in the first phase of its implementation (2013-2015), the ministry had uploaded 313 textbooks. He said they could be accessed free of charge through the 1BestariNet portal using the ID provided to all teachers and students. However, he said, right now, the printed textbook was still being used.
For the record, the digitalisation of school textbook is being done in three phases as stipulated in the Malaysian Education Blueprint 2013-2025.
For the second phase (2016-2020), the ministry is planning to produce interactive textbook for selected subjects, which will contain elements of text, graphic, audio-visual and animation, to help students understand the subject better.
The third phase (2021-2025), on the other hand, will see the publication of digital textbook for all subjects, including for students with special needs.
Idris said when the time comes, schoolchildren would be allowed to bring their own electronic devices, such as tablet and iPad, to access the digital textbook at school to replace the printed version.
