Date one: Movies
This one was purely accidental, but Elena is going to take credit for it. She, Susan, and Sarah went to the movies as a girls night. Joyce stayed behind because she had to watch over the kids. When they get there, there aren't three seats available next to each other, so Elena finds a single seat and let's the Mrs Hargroves sit together. At some point she looks over and realizes how cute they would be together, and so she begins her plotting.
Date two: Dinner
Elena set it up so they would have reservations at a fancy restaurant for another girls day, but didn't show. She got Joyce and Hopper to spy on Susan and Sarah. They reported that the Californians were a bit awkward, but eventually started having easy conversation. When Elena apologizes to the girls about missing dinner because Steve kept her home, Sarah replied that they understood. Unfortunately, they didn't seem in love just yet. Try again then.
Date three: Winter Lodge
At this point Elena just hands them a map, tells them to go to a private lodge and spend a week or two there to "get away from the kids". Billy, Robin (in this universe, Billy's twin), and Max found out Elena's plan and decided they wanted in. So maybe the kids acted a little more rowdy so that their moms would want to get away. And if the lodge only had one bed, well..
