Um, no. It shows a compilation of cuts where Obama has forgotten a word, or what he planned to say, or said something too soon. It isn't a full 53 seconds of anything, and it shows that he's human, we all fuck up and make mistakes in front of a camera or crowd. A teleprompter is no different to a prepared speech, and if you can't find your spot, or it fucks up, you lose what you were saying.
Fuck off please, and find something actually worthy of ending a presidency.
