Time for some oc x canon lore!
Through some events involving Ramon's family and Cecil investigating in their "business" they end up together inbetween the fronts, but manage to save each others ass from the opposite side several times. At some point it kind of made the most sense to share a flat for Cecil's further investigation and Ramon's safety, go to the same parties and take the same drugs...which ends up in taking care of each other at some point. For Cecil's sake Ramon tries to hide his instincts as best as he can, but at some point it gets obvious and Cecil's up for an experiment.
