Fenrir was turned at a young age and decided that his goal was to infect as many people as possible. He wanted Werewolves to dominate the wizarding world.
Fenrir aligned himself with Voldemort, not because he believed in the cause because this gave him the chance to gain access to more potential victims.
After an Attack on some muggles, Greyback was taken to the custody of the ministry of magic. Acting like his was a muggle, he was soon let go as he wasn't on the werewolf registry. This angered Lyall Lupin who called Werewolves "soulless, evil, deserving of nothing but death". In retaliation for that statement, Fenrir bit and turned Lyalls son Remus.
Fenrir was soon known to be so savage that the Ministry began to put wanted posters of the werewolf.
When Voldemort died, Fenrir didn’t go looking for him and instead, retreated back into the forest and looked after his pack, while still going out and attacking people, especially kids to turn them.
He was captured many times but never held for long before he escape to continue on his goal.
