Hi Lovely Anon, Thanks for the ask.
I was rather stumped by your question, to be honest. So I went in search of an answer, back to the Fiery Cross (Chapter 28 Brownsville) where we first encounter the Brown brothers when Roger was trying to enlist them in the militia to fight against the Regulators.
I find it interesting the @writerDG does not mention in her description of the settlement of Brownsville nationality of the people who reside there. Generally, she usually describes a settlement as German, Moravian, or Scots-Irish for example. All she says about the initial impression was that it was: "Brownsville was half a dozen ramshackle huts strewn among the dying brush of a hillside like a handful of rubbish tossed into the weeds." She continues on describing the condition of disrepair of the town but nothing of the people themselves as far as their nationality goes.
The only thing that I could find that might suggest their country of origin was when Henry Gallegher, a Glaswegian, spoke to Roger about the whereabouts of Isaiah Morton and none of the inhabitants of Brownsville understood him whereas Jamie's men did (all Scots except Fergus, but we consider Fergus a Scot anyway.)
As far as Richard Brown forming a Committee of Safety as we saw in ABOSAA, I would think that his political allegiance is with the English rather than the Rebels.
So to answer your question, in my opinion, the Brown brothers were English. I also checked the Outlandish Companion and didn't find a definitive answer there either. The best I have is my own opinion for what it is worth. I hope this helps.
