what a complicated answer, because it's not a straight one. it's b o t h. ahmya is extremely touched starved, most people who were around her were forbidden from touching her less they be tainted with her sin. so she's never really been held, nor kissed even familial by her family.
despite this, ahmya was married and has experienced some level of intercourse though it was not enjoyable for anyone involved so her experience with touch is also piss poor and she fears that people only want to touch her to use her, and abuse her again. on top of the emotional damage, ahmya's got double the amount of nerve endings all over her body so pain is debilitating, and touch, when unwanted, can be incredibly overstimulating and uncomfortable.
