This is Sonar (ソナー), the mascot of the defunct Ukagaka news blog, Active Sonar. Just like Nanika News Network, it was a website dedicated to current events within the Ukagaka netscape. (Archive of the website here)
Due to the heavy similarities it shared with Nanika News Network, Sonar and Nyusu (NNN mascot) are often depicted as an unofficial duo of sorts.
And just like Nyusu, she too does not have an Ukagaka ghost, despite being a character dedicated to Ukagaka.
