It's the way Sami doesn't show any sort of spite towards Jey, who at this point has beaten him up repeatedly and emphatically... Jey who has chosen him as a target for all the anger and frustration he's been accumulating since the Royal Rumble because the alternative would put Jimmy in danger.
Sami knows the aggressiveness Jey has been displaying towards him is truly meant towards Jey himself, so Sami takes it in stride. It's so clear how out of character for Jey it is to constantly grab at an opponent's face and constantly berate them - heel!Usos cheat, talk smack and jump people from the back, but they've never been about psychological warfare and the way Jey seems to constantly expect some type of answer, some type of reassurance from Sami when he's grabbing at his face and yelling at him... his accusations are always formulated as if they're questions even if they're not - Jey constantly punctuates those lines with "Huh?!" and goes over the same points over and over again:
I called you my brother
You never should have left
Like... he's expressed these two thoughts multiple times and Sami has told him his reasons more than once by now too so Jey knows the answers to these questions, therefore I believe that when Jey continues to vocalize these points presently, he isn't truly talking to Sami anymore - he's using them as self-inflicted verbal lashes to keep forcing himself into believeing he's doing the right thing by taking his anger out on Sami. He knows the moment he accepts that hating Sami doesn't feel genuine, he'll have to face his own weakness and accept that Sami was right all along - Jey knows what he wants to do, what he has to do and he's known it for months (arguably years!) but coming to terms with it is too much for him right now.
And Sami... Sami knows all of this, hell he's said it himself in Jey's face! He had no problem constantly hitting Jey with harsh truths on the way to Mania (and beating his ass for good measure because this is pro-wrestling, baby! Violence is the main tool of storytelling we use in this house!)
That smile from Sami before the final helluvakick really spoke volumes to me:
this wasn't a "mwahaha time for my revenge" or "hell yeah I'm about to win the titles", this was a "I'm going to fulfill my promise and release you both from those titles" and I'll even go as far as to say Sami knows Roman won't resist going mask off on the twins eventually for losing and then maybe... just maybe they'll wake up and do what must be done.
In the meanwhile though, Sami will accept each beating, each shout Jey throws at him and he will show him subtle kindness in return: he will run a hand through his face after kicking out of a brutal spot, he will hold him after the helluvakick, he will gently touch his forehead to Jey's before putting him out of his misery and even after the final blow has been dealt... he will hold Jey's wrist during the pin because he can't help but continuously demonstrate (whether he realizes it or not) how much he doesn't hold a grudge against Jey.
Sami has been in a similar position to Jey's in the past and he's the only one who sees and understands Jey at a time when he feels more isolated than ever. And if that isn't love, then I don't know what is.
