Earthborn Shepard who demonstrated biotic potential in their mid teens, and the 10th Street Reds were smart enough to recognize an asset when they saw one. It took a lot of money, effort, and favors to get an amp in them, but soon the Reds were the only gang in the city with a biotic member.

Of course, there was no formal education for human biotics yet, so Shepard had to cobble together some self taught mnemonics. But criminals are a superstitious and cowardly lot! Usually glowing a bit and throwing tables across the room was enough to keep people in line.
