I have honestly been thinking about this nonstop for days, because both of you came up with original, well thought-out characters that I felt immediately connected to, and that felt as though they were a part of the universe right out of the gate.
It came to the point where I was about to do a really strict formal analysis of your artwork to decide, and I decided to heck with it! I loved both of your entries too much to pick them apart! And everyone I asked agreed that the characters were of high caliber, so I had to call a tie.
