Son Goku is the Japanese pronunciation of Sun Wu-Gong, the Monkey King from the classic Chinese epic "Journey to the West". (Xiyouji)
Dragonball is based on Xiyouji. The designs etc. are Chinese-inspired. (Hell normal Japanese clothing is adapted from Tang Dynasty clothing too.) Lots and lots and lots of Japanese anime are based on Xiyouji in the way lots and lots and lots of Western media is based on Hamlet. Xiyouji has major influences on shitloads of stories in the East.
Saying "Kung Food is racist because he looks like a Japanese guy!" is blatantly wrong. He's a Chinese man dressed as a Chinese character.
