How can Gabrielle have Stefan and Alexis in her life from birth but still be afraid of her own shadow?

Obviously, they were too busy dealing with their own relationship drama to pay any attention to Itsy Bisty Nott. And to me it looks like she’s scared of them too. Can’t really believe they truly care for that timid little girl.
