idk if any of yall could help but im extremly desperate for opinions etc. so my parents and i have been living in this apartment for nearly 20 years now. 2 years ago new neighbors moved in. they smoke constanly on the balcony so i cant open the window, the yell at each other constantly on the balcony, they yell at the kids every single day. it’s so draining on my family and me, this constant noise/yelling/screaming, the constant smoke smell and just everything. these people are unpleasant to be around, we tried talking to them more than once now about the whole issue and nothing. the landlord does nothing, they told me i should call the police and thats it. like??? living here feels the same as living in a psych ward ngl. on top on all of this, my mom recently had a heart attack and doesnt need the extra stress. i just dont know what to do. we cant afford a lawyer since we’re a low income family and just dont have the extra money. if i would call the police every time theyd literally laugh in my face because this is an absurd reason to call the police. and the landlord just does nothing.

if you have any tips or just idk something please share because it’s taking a toll on me and im doing extremly bad. (and yes i could move out but i really wanna keep an eye on my mom since shes not doing so gucci and im scared things are gonna take a turn for the bad)
