i'm not 100% confident, so take it with a grain of salt, but i believe that the decision is made primarily between the two federations of the respective countries. so there doesn't have to be any fifa/uefa etc involvement, it's just what the two countries in question decide between themselves

i'm pretty sure madrid were actually fined for it by uefa last season, but tbh i feel like fines alone can't accomplish much since they only affect the clubs and not the ones doing the chanting. in the end this is all just a tiny fraction of what comprises the culture of homophobia in football though so idk how to begin changing that

no i don't think i heard about that 😭 i believe the only rumors i saw were about him cheating on cris with a member of city's staff(?) but i could be wrong about that too lol, i don't pay much attention to gossip/rumors anyway so i tend to forget them even if i see them
