Re: historical characters w/red hair: Queen Elizabeth, Elizabeth of York,Florence nightingale (apparently), Queen Isabella I of Spain, Joan of Arc, Margaret Sanger, Mary Queen of Scots (historically), and Queen Boaducea. These are actual historical figures. I'm not sure if this is what you wanted or characters from historical fiction shows...

I was looking for in shows/films but I love to hear about historical red headed ladies too! (: I think Elizabeth Woodville also has red hair.
