I see what you're saying, the bows are a bit odd. I think it may be a little plain without them though but I can't say for sure. Maybe you could carefully remove them and see how it looks and then work from there. You could keep the bows and use them to make smaller bows as replacements, or maybe just put one smaller bow using that fabric at the top of the dress so you still have that color to tie in with the bows on the sleeves.
