Wait I am thinking of a potential dynamic between them that works, and honestly I have an idea!
They would initially be enemies upon encounter, Mirko being a pro-hero that Tōshō would see as another target to either kill or disable to prove to the public that Heroes are unreliable and should not be trusted. But as Tōshō escapes and Mirko is heavily injured, that is when something interesting happens.
Mirko is a strong woman, her body, her strength, her legs, her autonomy. And despite the injuries and set-backs, Mirko pushes through with agency and determination that Tōshō has only seen so few many times.
Seeing Mirko fight through shredded lungs and frostbite would trigger would trigger a deep fascination. Her authenticity would make Tōshō start to develop an endearment, one made if deep pity as Mirko stretches herself that thin for such a corrupt society. Tōshō is actually more dangerous when she likes someone more ironically.

Due to Mirko's refusal to quit despite being crippled, Tōshō will view her as a tragic devotee to the Hero System and goes from trying to kill her to trying to 'save' her, which makes Mirko push back even harder as Tōshō actively tries taking her strength and autonomy away from her in twisted 'mercy'.
Tōshō would totally send Mirko some icecream in the hospital though, as an anonymous gift.
Honestly the yuri would be so toxic if you want to see it that way, Tōshō doesn't know how to "love" without it being a duty, a ritual, or a reconstruction project because her life so far up until she became villain was all about her family: So naturally she brings those dynamics wherever they go whether its through being a good big-sis to her younger peers and the local elementary school students, or... whatever this is.
tbf Tōshō isn't as crazy ab anyone who's not her family, but she does want to save people from an ideological standpoint and Mirko is the few Heroes she'd genuinely believe does not deserve to be one because she's too good to be in a sense
Honestly Fuyumi is too Tōshō for this to work, plus Tōshō cannot really imagine herself in a relationship with disfigured how her body is underneath her clothing, and Mirko is uh... Mirko.
So idk how they'd have a deep conversation that isn't mid battle. But their chemistry is the same as a gas leak that is going to explode the moment a spark appears. You can’t negotiate with a gas leak.
Tōshō will never stop "pitying" Mirko, and Mirko will never stop wanting to cave Tōshō’s skull in for that pity.
