Doctor who confusion..

I know its a little late but.. the christmas special episode is one hell of a confusion, so the time lords are waiting for the question to be answered so that they can come back.. and clara tells them the doctor is here, they send in the "regeneration energy". if they can send regeneration energy then why didnt they just reappear and saved the doctor and a whole lotta mess that happened in the episode? Can anyone explain? please :D
