Now you can't just leave it like that without elaborating more, how do the bond work? And can they be fix again but not work at its full potential? I love this idea so much!
Okay so Bonds!
Bonds are formed through mutual interest in each other, even if it's incredibly minor. This bond creates an empathetic link, but as their feelings deepen, the bond becomes stronger, allowing for telepathy, Quirk sharing, and even teleportation to the other's side.
Izumi can gain access to the vestiges Quirk after bonding, so she pretends her Quirk is a bonding one she had to build up enough energy for, which also gives her a stockpile she can turn into super strength. It can also give her an extra power related to her bonds. That's her claim.
Plus, her Quirk now could be categorized as a Sex Based Qurik so she'd have to be mature enough for it.
The first bond Izumi forms is with Bakugou right out of UA. When it does, Izumi feels exactly how Bakugou feels toward her. A mess of disdain, obsession and possessive anger. She is fully aware that Bakugou only sees her as a means to an end, not a person, through this bond.
She, of course, snaps the bond by losing all interest in him. Bakugou, who felt the bond and felt her emotions go from 'I wish he were my friend, he's so cool and handsome' to 'is that what he really thinks? Why have I let myself stick around', is freaked out and attacks her. However, Iida was behind them and stopped the attack.
This is how Iida and Izumi meet, Iida helping her to calm down. They both develop an interest during the exam, where Izumi and Iida actually team up a bit. This sparks the interest, and boom. Bond.
Snapping the bond can occur at any time, and requires at least one party to lose all interest in the other.
It can be reformed if both develop the interest again, but it probably wouldn't happen as Izumi would form more bonds first, and she is limited to eight.
If it did, it would be weaker then the other bonds because the Quirk wouldn't put as much effort into a bond that broke once and all.

Another Dream, 12/2/2018
I rarely remember my dreams, but have done so three times in the past week. The first was documented in my last post, the second I’m keeping to myself, and the third I’ll describe parts of here.
I was in a classroom, or some kind of academics competition, at a high school (not my own?) with a teacher who was kind of a power-hungry jerk. I, my usual 38-year-old self and no longer a high school student who has to take that sort of thing, refused to be treated as poorly as we treat our high school students. Truth be told, I was being pretty obnoxious to the guy, although surely he deserved it.
I was doing well in the competition. There were two teams, and five people who hadn’t been eliminated yet: on my team, myself, an ex-girlfriend of mine, and my best friend. We were seated on a bench at a table, and across the table from us sat the other team, two other people who I either didn’t recognize or don’t remember.
Eventually, the teacher said something that I took exception to, and I told him in no uncertain terms what I thought about it (I don’t remember any of the dialogue, just the emotional quality of the interaction), and then I looked over at my ex-gf sitting next to me as if to ask her, “can you believe this guy?” She wordlessly stood up and walked around the table, then said something to the teacher which I couldn’t hear. He handed her a uniform for the other team, and she held it up to her body and posed a little, as if modeling it.
Is Aphrodite telling me I have an attitude that puts women off?
