At some point into Eight's life, the politics of Gallifrey started to change, particularly as they headed into the Time War. On the resurrection of Rassilon, all Time Lords on the High Council were made to don the Prydonian (scarlet) robes, or they would face certain death at his hand.
Before this however, on the cusp of the Time War, or perhaps a while before it, the Doctor made the decision to actively turn away from the Prydonian Chapter. In secret, he joined the Arcalian Chapter and, of the time he spent on Gallifrey, he spent many hours in research and thought.
