Cyngor Gwynedd Social Services
A report entitled 'Article 4 Direction', authored by Gareth Jones - Assistant Head of Environment Department and Iwan Evans - Head of Legal Services, is to be presented to the Communities Scrutiny Committee on the 11th June, 2026.
It is a very informative document, revealing a lack of candour not only on the part of cyngor Gwynedd but also it would appear on the part of Welsh government. At the full council meeting, held on the 14th, May, Gruffydd Williams, asked this question - Following the fact that article 4 was quashed by a court as a result of what has been ruled as misleading details by this Council, I previously asked if this Council would apologise to campaigners who fought so hard to get Article 4 in force, and there was no apology. The Council's right of appeal has now been refused. Therefore, is the Council finally going to apologise to the campaigners for article 4, patriots, linguists and taxpayers, following the fact that it is now clear that a shortcoming in the key paperwork caused Article 4 to be quashed and that a sum of money of over half a million has been wasted?"
Response from the Cabinet Member for the Environment, Councillor Craig ab Iago - As I noted when answering a very similar question from the Member at the Council meeting in December, we remain determined to ensure that the people of Gwynedd have access to suitable housing in their communities. That's why the Council introduced an Article 4 Direction – as part of a package of measures to manage the significant impact of second homes and short-term holiday accommodation on the housing market. This decision was based on significant effort, including in-depth research, extensive consultation and expert advice. Despite our disappointment with the legal outcome and our request to appeal the High Court's decision, I am confident that our decision to introduce Article 4 has been sound and appropriate. The Council acted responsibly and in good faith in addressing issues that are hugely important to the future of our communities. This experience, including the 12-month period during which Article 4 was in place in the Gwynedd Planning Authority Area, will be key as we decide on the best way forward.

Qu’est-ce que la musique ? A quoi sert-elle ?
Nous pourrions les qualifier de questions existentielles…
En général, en première réponse nous aurions tendance à dire que celle-ci est divertissante, que la musique c’est la vie, qu’il est difficile de s’en passer… Ou bien encore, que c’est un outil de transmission, qu’elle adoucit les mœurs, que c’est une thérapie…
Cette réponse ne serait-elle pas dû au fait que vous vous sentez bien ?
Vous êtes-vous déjà posé la même question quand vous n’allez pas bien ?
Répondriez-vous toujours aussi facilement qu’elle adoucit les mœurs, que c’est une thérapie ?
En effet, en étant triste nous pourrions écouter une musique qui nous « ambiance », nous divertit, qui nous rend bien, alors la qualifier de thérapie aurait tout son sens. Mais en vérité, quand nous ne sommes pas bien, ne serions-nous pas plus tenté d’écouter des musiques qui nous parlent ou parlent pour nous ? Et ces musiques justement, sont en générales des chansons avec une mélodie « mélancolique » / « triste », rempli de paroles qui nous touchent, qui nous mettent dans un état second… Bien qu’effectivement, c’est un pas vers l’avant de pouvoir s’identifier à une musique, à des paroles qui nous parlent, qui nous ressemblent, se sentir compris… Est-ce suffisant pour parler de thérapie ? Peut-on qualifier la musique de thérapie aussi facilement face à cela ? La nostalgie s’installe malgré nous, j’entends par cette nostalgie la douceur et la douleur des souvenirs, l’accentuation de la tristesse...
Il y a tellement à dire à ce sujet, nous ne pourrions jamais cesser d’échanger à ce propos, mais le résumé ne serait-il pas :
Que la musique c’est un art de combiner des sons d’après des règles mais qu’il n’y a finalement pas de définition parfaite à ce qu’elle est et ceux à quoi elle sert ! Que la musique est ce qu’elle est en fonction de qui nous sommes et du comment nous nous sentons ?!
La musique c’est vaste, non ? N’est-elle pas à la fois tout et rien..
