kid-az I’m guessing Allmother has custody over most of these Divine children, considering she’s an actually responsible parent. (Outside of the whole “replacing abused children with murderous Changelings” thing)

Allmother wishes these kids were in her custody! But because she is actively forging monsters, she is in violation of World Law. The World Athenaeum considers her ineligible for this reason and won't give her custody of the divine children (Even though she probably would do a decent job taking care of them!)

I think the divine children would most likely end up in a minervae's care. The minervae are immortal, benevolent by nature, and have all served the Divine of Love at some point which gives them a great reputation. Almost all minervae are in good standing with the World Athenaeum.

The question is, which minervae? One we haven't been introduced to yet, I would think. Her sole duty would be to raise these special kids for all eternity.

How does Allmother breastfeed her kids if she's infertile?

That's a good question! I could be boring and say "she's magical and magic can do anything"...and that's true, but maybe there is more to it than that.

Allmother had a very disturbing childhood. She never really got to be a child at all. From the day she was born, she was mistreated and exploited and unloved by everyone around her--most of all, by her own mother.

Because of this, her heart bleeds for abused and neglected children. She believes every child should have a mother who loves them, and if she can't find them one, she will take on the role herself. I think she probably induces lactation, either by magic or medicine, so she can directly nurture the babies she cares for.

She does this not only for the benefit of the children, but for her own emotional well-being too. It breaks her heart that she can't birth babies of her own, so she acts as if she birthed all the children that her agents bring to her.

She erases all memories of their abusive parents and make them believe she is their parent. Maybe it's the magic in her breast milk that bonds them to her like this?

Why didn't Allmother take Lukas anyway? He was definitely being abused as a child so what does it take before Allmother steps in? Also what about slave children, does she take them too?

These are good questions! It's easy to compare divines to gods and believe they have unlimited power, but the truth is, divines are actually quite limited in what they can do.

As a divine, Allmother boasts immense magical skill, and this alone commands respect from people around her. Because of their great innate power, many mortals are drawn towards divines and tend to worship them like gods, serving their every whim because they believe they'll gain favor and blessings in return.

So, Allmother has quite a lot of devoted followers, and these followers have given her even more power by offering tribute in the form of money, building her a massive temple, and doing her bidding on their own time.

That's the thing though...these followers--her agents--are mere mortals. The extent of what they can do for her is limited. Allmother may WISH to save all the world's abused and neglected children, but she is limited to saving only those her mortal agents can get their hands on.

This is my long-winded way of saying: none of her agents could get to Lukas because he spent his childhood in a high-security palace. Rich and famous children are hard to kidnap compared to poor children of the common folk.

As for slave children, they can be a mixed bag. Obviously it will depend on the conditions they're living in. Are they being held in a high-security place like a mansion or Kelvingyard? Do they have overseers guarding them 24/7? Slaves are quite valuable, so it's rare that they're left unattended by their masters long enough for one of Allmother's agents to snatch them.

And for the record, Allmother's agents get arrested constantly for attempted kidnapping. They fail a lot. Most of her tribute money goes towards bailing them out of jail so they can try again ASAP.
