They're probably referring to the recent discord server raids, anons sending hetalia hate to blogs, as well as spamming the hetalia tags with racism and anything else to bash or discredit the hetalia fandom.

So, people with too much free time, I guess. They’re pretty organized then. Imagine a group of people just chatting and then they all decide to gang on Hetalia fans. That’s a bunch of dumbasses right there.
