We have now decided that in this verse, Otar, Rahgot and Hevnoraak knew each other in Atmora, were shipped to Skyrim to work in their teens, saved each other when their boat capsized in the Sea of Ghosts, then were in some sort of warrior band together until going their own ways in their 20′s. And then meeting up again when they all became priests.

Or in Otar and Hevnoraak’s case, after Otar became just a normal king first and Henvoraak was a high priest.
