the rebellion of panem was squashed, forgotten. nations began rising in forgotten cities all over the globe. the collective was formed : a global council of capitols. together, they decided to implement panem’s notably effective districts-and-games system worldwide. the calendar was re-started, the hunger games revised and re-introduced.
new seoul is a small nation on the rise, and one of the newest nations to hold the games. with most small and scattered rebellions snuffed out, and the district system finally completely in place, they enter their 30th year of the hunger games.

light. sunshine - like nothing you’ve ever seen before, as if the sun itself stands mere inches away from you. it nearly blinds you and, if you can feel anything but fear, you feel your lips already starting to crack from the heat.
you take in your surroundings. sand. a vast dessert with no horizon, with no end in sight.
bright. dry. empty, except for the oasis surrounded by the tributes’ podiums. a small pool of water circled by a few trees and bushes; weapons and supplies scattered all around.

following the revised rules of the hunger games, which was agreed upon by the collective, all citizens aged nineteen to twenty-five years are required to submit their names for the reaping in exchange for a year’s supply of grain and oil ( called a ‘tesserae.’ )

citizens aged thirteen to eighteen years are no longer eligible to enter the hunger games, however they are allowed and highly encouraged to submit their names in exchange for tesserae. any and all submissions made by a citizen before age nineteen will count towards the number of ballots they have during their first reaping.
one submission equals one tesserae; citizens are free to submit their names multiple times.
the capitol
the nation’s seat of power, where wealthy and decadent capitol citizens live in luxury, and overindulgence is the norm. fueled by the industry and forced labor of surrounding districts, capitol citizens rarely, if ever, engage in any serious work.
the districts
new seoul follows the standard 12-district layout, with each district specializing in a specific industry. two tributes are reaped from each district for the yearly hunger games.
district one - luxury the wealthiest district, second only to the capitol itself. district one manufactures luxury items - from jewelry to clothing to furniture. as is customary, a career center has been set up in district one to train future victors ( aka ‘careers’ ), but citizens from this district, mostly composed of soft-handed artisans and entertainers, are not keen on entering. because many district one citizens have gone on to become popular entertainers and celebrities in the capitol, an ‘artist center’ was recently built adjacent to the career center, where district one citizens who specialize in the performance arts ( singing, dancing, acting, etc. ) can study and train ( thus endearingly called ‘trainees.’ ) ( it is even rumored that some particularly talented ‘trainees’ have been exempt from the reaping … )
district two - masonry the second largest district in terms of land area, district two supplies masonry & military, as well as highly-specialized weapons and specialized automobiles. though the district and its citizens show no particular interest in harboring individual wealth, the capitol spoils district two with supplies and infrastructure. new seoul follows the tradition of training peacekeepers in district two in a big military center called ‘the Nut.’ a career center has also been set up in this district, and it is notably more populated than district one’s, with parents entering children as young as four years old. almost all careers who aren’t picked for the games, or don’t volunteer for the games, enter the Nut and become peacekeepers.
district three - technology the third wealthiest district after district one and four, the technology district manufactures general electronics, automobiles and firearms. nothing much can be said about this district, as nothing much is known about them. they keep to themselves, and are loyal to the capitol. ( though there are lingering rumors of rebels living secretly in three … )
district four - fishing district four residents live near the water and are excellent swimmers, skilled in wielding tridents, using nets, and identifying aquatic life. they are known for their hospitality, and a few residents have even gone on to become chef’s in wealthier districts and the capitol. however, the district’s true source of income is a luxury resort set up in a nearby island - a premier vacation spot for capitol citizens looking for a tropical getaway.
district five - power electric, solar and nuclear. district five is tasked with powering the nation, and coming up with increasingly efficient ways to do so. they are a relatively wealthy district, enjoying the capitol’s favor.
district six - transportation sandwiched in between districts three and five, with whom they regularly work with, district six manufactures any and all modes of transportation. high speed trains, cargo trains, hovercrafts, and even submarines.
district seven - lumber a small town beside a sprawling forest, seven is the largest district in terms of land area. they primarily supply lumber and paper; residents are typically burly, and skilled at wielding axes, hatchets, saws, and other tree-cutting tools. seven is rumored to be the home of the last big rebellion; many people suspect this is the reason that the capitol allegedly sends more peacekeepers their way, and why they are one of the poorest districts.
district eight - textiles initially a glorified sweatshop and one of the poorer districts, district eight has recently begun sprouting some of the capitol’s most talented designers and artisans, and has thus started receiving more supplies and better treatment from the capitol. district eight residents are big believers - and achievers - of what they like to call 'upward economic mobility,’ with the especially lucky and skilled eventually moving into district one and even the capitol. safe to say, district patriotism isn’t a big theme in eight - with almost all citizens desperate to leave the chemical-laden town, and both of their victors winning through deceit.
district nine - grain the nation’s bread bowl. nine is the third largest district in terms of land area, and is home to sprawling rice fields. one of the poorest districts, they are deliberately disadvantaged by the capitol as punishment for being the site of the peacekeepers’ most recent skirmish with rebels ( some few years ago. ) it is rumored that the district still secretly harbors some few rebels. more than the normal number of peacekeepers are dispatched to this area.
district ten - livestock not much was expected of district ten in the beginning. they were given some land and some barns, and told to raise and slaughter meat. but ten rose to the occasion, and, after providing a grand total of twelve victors - the most from any district - is now one of new seoul’s wealthier districts. a career center finished construction in the heart of the district just last year, and saw a surprisingly high number of enrollees.
district eleven - agriculture neither particularly wealthy nor poor, eleven exists quietly. home to many lush gardens and beautiful greenhouses, they produce fruits and vegetables, and the capitol leaves them alone for the most part. however, being one of the districts farthest from the capitol, a high volume of peacekeepers are dispatched to this area.
district twelve - mining existing just like their neighbor, eleven, twelve keeps to itself and receives just enough from the capitol. neither spoiled nor deprived, they provide coal and minerals to new seoul, and are known for being one of the smaller districts. as of year 93, twelve has a total of thirteen active mines. suspected to harbor some few rebels, twelve also receives more than the usual number of peacekeepers.
