I generally quote people a range when they ask about tuning rates, and a piano like this is why. There’s a lot of extra elbow grease that goes into tuning a piano that is far out of tune. Sometimes a piano that hasn’t been tuned in ten years is right on pitch, and sometimes a piano that was tuned a year ago needs a little extra TLC.
