Anne didn’t let Gilbert kiss her because that would mean he wasn’t the man she thought he was. Anne thinks of Gilbert- and rightly so - as loyal, true and caring.

She was afraid when he didn’t jump to Josie’s defence that he didn’t care and that hurt her. Come to realise if only she had given him the chance to speak he would have been as she hoped.

Had Anne let Gilbert kiss her that would bring his loyalty to question. How can he be loyal when he is leading Winnie on. Anne won’t play a part in making Gilbert disloyal and so she stops him.

Gilbert is shocked back to reality when Anne mentions Winnie, not so much that he forgot about her but more because he forgot himself. Trust me a stolen kiss as sweet as it may have been would only be more drama. Gilbert isn’t a heart breaker - at least not intentionally. You can tell by the way he is always kind to Ruby while keeping a distance. He will speak to Winnie and he will set that relationship right before he and Anne can move forward.
