Most trolls, and especially seadwellers can eat raw fish with no consequences; they were adapted and designed to handle a mostly raw-meat diet. Can't exactly grill fish in the sea, and well, eating kelp and stuff is good- Fish are plentiful and good for you. Yumyum.

Of course, in the modern age, they don't- Both because of Rot and generally moving on to more sustainable and "better" foods. Ontop of, this isn't caveman times. They still /can/ to be clear its just typically, eating raw meat is a cultural no-no. Its just gross to people! that's weird, backwards and strange to most people. Meat is eaten cooked, duh! Its tastier.

There are places where it's more normal and such- The north, for example! Around the Moroz sea, it's fairly typical to eat raw meat. Think like Muktuk; Raw whale skin and blubber. Other parts of the Empire find it super gross, but it's a normal and safe thing to consume, and the people of that area find it tasty and comforting.

Most trolls don't actually eat much meat- While its there and its fine and all, Plant (or, depending on area, bug-based stuff) is the majority of the diet for a lot of people. They do have quite a few artificial meat substitutes common in larger, dense city states.

Bonus fun fact- Well, trolls eat eggs, they don't eat 'eggs' as we have them. What they classically call an egg, in the sense of the food item used in things like baking and cooking? It's a type of fruit. It's Eggfruit, it functions like an egg for cooking purposes, but it grows on a tree.
