Baki is wearing fucking... black track pants and a black undershirt. Kakashi isn't delusional enough to say he doesn't look good-- Baki is a very good-looking man, and the undershirt is tight enough that he can see the curve of his pecs perfectly clearly.
"I'd say you look like you're dressing up as a ninja, but..." With muscles like that, and the scars, and the general air of wariness, he's impossible to mistake as anything but a ninja.
Kakashi is also wearing track pants, because he's been reliably informed by several of his more fashion-forward friends that he is a hopeless cause. But his dark cropped tank top reads: DO NOT GIVE ME A CIGARETTE NO MATTER HOW MUCH I BEG in bold white typeface, and it was given to him by one of those said fashion-forward friends (Yugao), so he assumes this is what cool kids are wearing these days. He's also maskless, and sporting a wig of dark, slightly greasy-looking shoulder length hair, and an eye patch. He appears very much... unlike himself.
And he gives Baki another critical once-over, and then grimaces at him. "We're supposed to be ... civilians. Ridiculous looking civilians," Kakashi puts his hands on his hips, realizes how gay it makes him look, and crosses his arms over his chest instead, the set of his mouth mulish. "I'm going to get you... a different shirt, at least. How do you feel about cropped shirts? You're broader than me, but I think Tenzo left me one that might fit you... Hm...."
