The ships in the fleet required new classifications because they all met the Spickles' criteria for Battleships. Only the Hatchet was capable of FTL, and it had to tow all of the other ships within its tow field. The fleet utilized electron shielding methods that were decades out of date by Neemon standards, but at the time of the fleet's use, Tortogs had no means of penetrating electron shielding of any kind. Every ship in the fleet was functionally indestructible to its intended enemy. The fleet did not make use of Neemon lasers, instead opting entirely to use Spickle weapon systems. This was to minimize Neemon technology to the bare minimum for success and therefore avoid unnecessary opportunities for suspicion.
The fleet was built illegally by Administrateur d'Spickle Melerne with the help of the Spickle government and several Spickle industrial conglomerates. The plan to construct and utilize the fleet had been proposed to the Neemon government, but had been explicitly denied and forbidden. Melerne had it constructed anyways, embezzling the construction of the FTL engine to be used for the improved deployment of mining rigs.
The Fleet was flown to the Tortog homeworld and used to impress/threaten the Tortogs into reconquering the Independent Colonies to end the rampant piracy being perpetuated by the Exodist State. The A plan was to use the System State to perform the delicate elements of the conquest/reconquest and hopefully prevent the Neemons and Spickles from getting bogged down the policing. The B plan was to orbitally bombard every Tortog planet until they were rendered functionally extinct. Some of the more vengeful Spickles involved in the plot would later express open disappointment in it, having believed Plan A to have been Plan B.
Because of the lack of Neemon weaponry, and the outdated electron shielding, it was not difficult for Investigateur d'Finance Baphine to capture the Hatchet when he caught up to it. However, the plan had already been executed, and the Investigateur d'Finance had to take over for the latter half of the war and onward.
Investigateur d'Finance, Administrateur d'Spickle, Administrateur d'Tortog Baphine. Administrateur Baphine was disliked by the Spickles and liked by the Tortogs. He was seen as merciful and entertainingly condescending, though he wasn't as condescending as Administrateur d'Spickle Rolmenne, nor condescending in Rolmenne's supremacist manner. Many Tortogs found his pity for them justified and compassionate, and commoners in the reconquered Independent Colonies found his condescension towards the questionable leadership of the System State and Exodist State cathartic. He was celebrated for his competence in overseeing reconstruction, giving deep thought to cutting through systemic problems and preventing old conflicts from cycling. Spickles and some System State Tortogs disliked that his policies were insufficiently punitive or extractive for their intentions in waging the war.
