So I'm a bit confused: if the skater rotates the jump fully, but falls, do they get a reduced GOE or does the GOE go into the negative?

So here we need to talk about base value (BV) and grade of execution (GOE) which are two separate things.
Base values are concerned only with rotation and edges. Base value doesn’t take into account tanos, rippons, entries, exits, falls, stumbles, nothing like that, it is purely a rotation/correct edge score.
Grade of execution is concerned with the other aspects of the jump. This is where falls, two-foots, stumbles, rippons, tanos, difficult entries and exits come into play
If a skater rotates a jump fully but falls, they will start at full base value for the jump. Then the judges are required to take -3 from the GOE (they’re not actually required to make the final GOE -3, which has led to some problematic scoring), so the skater will end up with -GOE. You absolutely cannot get positive GOE for a fall.
