Dogs really don't like Basil. Maybe there's an exception for the hounds sold in Markarth, or vampiric hounds, because they are exposed to people like Basil all the time - but for the most part, your average, benevolent dog will distrust him immediately.

Most animals are uneasy around him, but with dogs, the warning signs are much more noticeable, especially if they have people to guard. They will bark and growl at him until he goes away.

Basil FINALLY married Senna
