Ok but batbill meeting where Bill runs into Batman during a case- cult investigation, series of possession murders, etc. Batman solves it, finally ends up face to face with Bill, and Bill decides he absolutely HAS to find out what this guys deal is. He dresses up as a bat and fights crime, who even does that? Nobody boring, that's for sure! And he's smart enough to figure out what was actually going on! He gives Batman his summoning ritual, tells him to use it if he needs help, and then promptly fucks off and forgets all about it for a while.

Batman, in true paranoid Batman fashion, gets a little bit abnormal about figuring out who and what Bill is and how to defeat him, but moves on after a while. He still checks the eyes of criminals for that golden slit pupil.

And then eventually something unstoppably world-endingly bad happens and Batman is forced to summon a literal monster for help because he has no other options left.

From there you can go several ways, maybe Bill gets let out of theraprism temporarily as a "Rehabilitation Test" where since someone trusts him enough to ask for help, he has to save the world and not fuck them over. Maybe he's unable to do more than provide information, being trapped in the mindscape, but Batman is interesting enough that he wants to provide information and see what he'll do with it. There are so many possibilities.
