首謀者, or ‘ringleader’, is in yellow text in these key moments, where Ouma is declaring himself as the ringleader. 

Yellow text has a purpose besides emphasis of keywords: a clue, or weak point in the narrative. It’s decided later on that Ouma is not the ringleader, with no effort on the part of the viewer. So there’s no need to continue making emphasis of this, for the sake of this narrative (is there...?) 

Why then, is it a weak point?

We know that Ouma has been pretending to be a villain ever since before this game, a guise which he carries with him. It’s a reminder not to forget about his Supreme Leader persona, and what it points to... especially as the text talks about the person who’s handling Monokuma.
