So in his normal state does Vali have wings or or is that another sort of retractable feature??

valeriu and all dokkalfar have what is called an elytra, a chitinous carapace that the wings retract into until they are in use. similar to a beetle. here are some examples:

(just wanted to show off how pretty this porcelain beetle is)

dokkalfar wings are extremely delicate so the chitin carapace is very much needed. also the fact that their wings are huge (fully extended, they have an 8 to 10 foot wing span depending on the size of the dokkalfar). their wings kinda like 'origami' or fold up inside the carapace and come out like this
