Sooo I wish to speak about my thoughts regarding villains in anime (I still don't like that term though).
Looking back at it, I noticed that when I talk about my favorite villains I mostly only pointing on what aspect I love from them, for example Amakusa for his kind attitude, Nagare for his rebelliousness-but-also-a-visionary side, Bitter Sweet and Hagoromo Gitsune's confidence, and Beeve Liscar's sense of honor.
But does that made me love them as a character or a person? In most case, no. Because no matter how interesting they are, there's also another side of them that I dislike and I find it unacceptable. Say Nagare's playful tendency who wants everyone to fight with the power they get from Dresden Slate (this is not a joke), Liscar's overall lunatic self, the assassination and betrayal plan Bitter Sweet made to get everything she wanted, and even if I still regard him higher that the other villains, Amakusa's ideals of stopping a war with putting humanity progress to a stop.
So yeah, I love them only for their more positive side. But not loving them unconditionally.
There's an exception for other villains though, as the story goes. Perhaps this only applied to Hagoromo Gitsune, Saechika Hachiouji, and Abe no Yoshihira. The latest two unfortunately died after switching side/helping the protagonists, but at least Gitsune-sama still able to reach her full development. Yes at the first time she appears, she's a sadistic female yokai who eat human heart to give birth to her son. Can fight so well. Badass. Beautiful. You name it. And then in the beginning of Gokadoin House arc she looks like she have lost herself (aka. having an identity crisis), until finally she fights her own son who happened to kill her just a minute after she gave birth of him. She knows which ideals worth fighting for and whose side she decided to protect, which is both human and yokai. Even if she's no longer having the power of Hagoromo Gitsune (not to mention that her body already losing said yokai's soul), in the end she still able to be herself and continues protecting human and yokai alike like how a mother will do to her children. If that's not a development then I don't know what it is.
