It used to be only words, simply because during his first few years in court he couldn’t throw his weight about. (Mainly because he wasn’t titled as he is now in those early years.) He rose through the ranks to be appointed a Comte on the king’s council, and after his elder brothers’ deaths and his father was exiled from France, he was granted with the full Comté territory, as well as inheriting the full title of Comte de Rochefort. THAT is when he started commanding with genuine, forceful power, with real actions and real consequences.

I think now though he relies more on words, although his actions have given others cause to fear him ( and he uses that to his best advantage, too ) —but I’d say that he feels more comfortable relying on words.

Whether or not he follows them depends entirely on how he feels about the person giving them, and whether or not Peter can get anything out of it himself.

Peter very rarely hugs anyone of his own volition. Even if he’s trying to get on their good side, he’ll wait for the other party to hug him first. (Looking at you, Ysabelle!) The only people he’d hug willingly are his closest family members and the few he considers to be genuinely close friends.
