There's a very handsome feral pigeon in my neighborhood. He has a trio of white tail feathers so I can tell when its him. There's also several stray cats. What are the ethics and legalese on kidnapping this bird and making him a pet?

Hey there! So this would fall under any regular domestic animal stray hold. The exact number of days varies per jurisdiction, so I would go ahead and call your local animal control to check. Grab him, check he isn't banded, post in your local neighborhood group to see if he belongs to anyone, and after the hold is up, he is yours! Make sure you have him banded, though.
