Good and interesting question!! Well, in the world of Elunia they don’t have terms for romantic or sexual orientations, people just are and everyone is okay with it ^^ so he never realised that he was aromantic in those terms;
But! That doesn’t take away that he could’ve been like “why is everyone falling in love and I’m not?” but he didn’t have anything like that either :) he was just… never really interested in falling in love in the first place? As soon as his parents discovered his power, they took him on a travel to a nearby place to see whether his power was indeed what they thought it was, so travelling (or in other words, not-settling-down) has always been a part of his character, so he never felt the urge to settle down with anyone either or connect himself to someone so closely. Travelling /together/ he would rather do with good friends or family! So I think the second part of your question is true, that he has always been like that! I do think at some point he shortly thought “oh I don’t fall in love, well okay *shrugs*” haha! (Which he realised at like 16/17!)
However, since I think that #representation is important as well, I still tried to portray Peter as clearly aromantic without mentioning the name in canon :) (because it’s a pretty significant part about Elunian culture that they don’t have terms for orientations! So Emily doesn’t use the terms in the story, but outside canon I do to explain what they are in our world :) hope I explained this well!!)
