Venezuela has a lot of Bitumen, what is sometimes called "Tar sands" or "Oil sands"
Back during the Dubya Bush years Venezuela's proven oil reserves suddenly took a massive leap up, as did Canada's. Neither found huge deposits of oil. Instead, they simply started counting bitumen, "Tar," as oil. And it certainly can be processed into liquid fuels but it requires a gigantic energy investment to do that, because you can't even get it to move inside of a pipe without super heating it first.
It takes such a large energy investment to process bitumen, tar into our liquid fuels that many have argued that there's no net energy gain. This isn't necessarily true though. It really depends on how easily exploited the bitumen is.
NOTE: They knew about Canada's vast "Oil Sands" (tar) for 100 years and barely exploited them, because it just wasn't economically worth it.

Deep in the forbidden jungles of Massachusetts, Piper and Cait had a disgareement with a tar pit. Piper isn't happy about the smell. Cait isn't happy about any of the situation.

I headcanon that vehicles in WOC shit bitumen, and it is collected, sanitized and used to pave roads instead of using petroleum residue (which is edible).
