Don't mind me, just dropping the two protagonists for the TØP AO3 fic I'm gonna start cooking properly once holidays hit.
The Bandito is called Meng; a scout/spy who lives within D.E.M.A, watching the citizens in order to note potential Banditos to join the cause.
Behind her is the main character of the fic, Isabelle; a citizen of D.E.M.A who can be best described as a "ghost", living her life in the shadows of a long-forgotten goodbye.
