(Getting tired of combing through the 2017 What’s Next in Overwatch panel for these segments, so I’m finally grabbing and uploading them for myself for reference purposes.)

Michael Chu: The interesting thing about her is that when we created Moira, we wanted her to have all these connections to characters throughout Overwatch history through different groups. So like we said before, she was recruited by Gabriel Reyes to be a member of Blackwatch. And uh, during that time she had relationships with the Blackwatch crew - McCree, Genji - they all have their own sort of likes and dislikes for each other. Reyes wanted someone could help advise him on, uh, some matters of genetics that he was, uh, interested in, shall we say.
Aaron Keller: Very mysterious.
Michael: Very mysterious, yes. Maybe a connection there - yes, there’s a connection there, obviously. ---
The “matters of genetics that [Gabriel Reyes] was interested in” ended up being related to whatever “condition” the Crisis-era Soldier Enhancement Program gave him.
Reaper’s Hero Profile states:
“It is possible that he is a byproduct of failed genetic alteration which forces his cells to simultaneously decay and regenerate at a hyper-accelerated rate.”
Peppered through Retribution are a couple small interactions between Reyes and Moira that indicate that Moira was attempting to “improve” this condition at his request. He wanted to be cured of it (though it is also heavily implied that she was not being genuine about what she was doing to him).
Moira: How are you feeling, commander? Gabriel: Fine! No ill effects so far. Moira: …Let me know if that changes.

Gabriel: Am I the only one who feels hungry? Moira: That could be an unintended side effect… Gabriel: …I was making a joke.
