The heights change a bit from scene to scene, from animation studio to animation studio, but overall they’ve always been the same, with Marco being slightly taller than Star.

I don’t think so, aging characters in cartoons, especially with non realistic art styles, is extremely hard to pull off, unless they go for multi-years time skips.
