Juvenile Justice:

‘Pre-Delinquency’ is an actual category in Japanese Juvenile Law, for “juveniles who are likely to commit an offense... of criminal nature in the future in light of their personalities... and their tendency not to submit to legitimate supervision of the custodian.” 

The age of criminal responsibility in Japan is currently 14, but I lowered it to 12 given the more intense law enforcement in the MHA world, and added the category of ‘Pre-Villain’. It seems within the realm of possibilities - just stricter and harsher rules than IRL.* Juvenile Classification Center is real (and there’s an actual one in Hachioji), it’s where “juveniles are assessed... to decide whether a Family Court hearing is appropriate… [and] whether outcome options other than criminal justice options are appropriate.” IRL they’re ‘protective detention’ only if the environment around the juvenile, they won’t have cells I don’t think. 

Restraints are often used in the MHA world. There’s arresting Villains, and then the one case of Bakugou Katsuki when he wouldn’t calm down. I assume that with all types of quirks, police might do well to just have restraints as a rule of thumb. Straitjackets are also used, as we see with Moonfish, Stain, AFO, and Nomu. Would they use them for minors? I decided yes.  

Consider! At a national televised event, UA restrained Bakugou in such heavy way, and in a public fashion, and no one paid it mind. Shigaraki saw this and thought he would be villain material. The news reporter during the Kamino Raid mentioned this, but not as a criticism of the restraints - more that if Bakugou needed restraints, why is he allowed in hero school?

Hana is a semi-original character - she’s loosely based on Hana of the oneshot Tenko, and more based on Hana of another of Horikoshi’s previous work, Oumagadoki Zoo. 

Tried to adapt her into the MHA universe, though older and turned her clumsiness into more airheadedness. Her quirk was a bit of a random choice and for plot reasons. Hayama, her last name means ‘fast horse’. Also, alliteration! 

Her red scarf is also a reference to Shiina’s muffler.

Fun Fact(?)! Shigaraki might be based a little on Shiina? Link to meta post by tumblr user saisai-chan

Asutoro [Children’s Home] is ‘Astro’ using Japanese syllabary, and a reference to Horikoshi’s previous work, Barrage. It’s the name of the main character, who’s caretaker of several orphans.

Officer Nishizawa is an original character, as is the social worker Douguchi. I hope they weren’t jarring and are tolerable! Cuz they’ll show up again.

The story takes place in the fictional Haku City, which I intend for it to be in Western Tokyo, next to the real city of Hachioji.

“Haku” is my attempt at continuing the Star Wars naming thing, it’s based on Jakku. Sorta.
