Another Border crossing and another massing crowd of refugee's, making his way through the crowd he is once again stopped, this time at least he learns of individuals that do give out passes, or he could seek out the black market to acquire a pass. Heading back out into the crowds, Geralt is able to locate a black market seller and a border pass.
